These adwords promotional codes for new adwrod accounts only and cannot be redeemed in Adword account older than 30 days. So to get maximum credit bonus, you should create new account and redeem the coupon codes.
Unfortunately some Adwords accounts are limited for one time redemption only. But its possible for those account to redeem more free coupon codes if you also paying adword credit payments some times.
However I also have found that some webmasters selling them in very cheaper Adwords Here after getting them from Google or any other sources. I personally purchased account from this EMAIL Person and he sent me 200$ amounting coupon code after few minutes.
